On May 13, 1930, legislation created a single Board of Parole at the national level in Washington, DC, that consisted of three members serving full time by appointment of the Attorney General. The Bureau of Prisons performed administrative functions of this board. It appeared, that initiatives and programs were developing that could make parole a viable and useful tool of the criminal justice system.
