The first bills for a federal probation law had been introduced in Congress in 1909. One of which prepared by the New York State Probation Commission and the National Probation Association and introduced by Senator Robert L. Owen of Oklahoma–provided for a suspension of sentence and probation and compensation of $5 per diem for probation officers.
