Description:
back in 1921 it was decided that Germany is to pay 132 B marks in reperations
the Germans' unwillingness to pay this resulted in the occupation of the Ruhr,
at this point the French were still in the Ruhr
Stresemann (no longer Chancellor, but now foreign minister) aimed for a conciliatory approach (Erfuellungspolitik) in order to convince the English and the French to revise Versailles,
as part of this he aimed to revise the reps
to do this he included the US in the discussions,
the US had in its interest a strong German economy, so that it could pay the reps, so that France and Britain could repay their debt owed to the US
the agreement reached was the Dawes Plan:
- Germany was to pay the reps at rates according to economic performance
- sanctions for non-payment must be agreed to by all Allies (not just France as w/ the Ruhr Occupation)
- Germany given an 800 M mark loan
so overall, Germany got a good deal that helped its economic recovery,
BUT
it was also made the German economy dependent on the help of the US
this is an example of how Weimar was able to survive its Early Years thanks to the competence of its leading politicians
