Musso founds the Opera Nazionale Dopolavoro,
it is a state agency providing leisure activities, entertainment, holidays for workers

its aims:
- replace services previously provided by labour organizations
- keep workers healthy => greater productivity
- foster image of caring employers
- boost support among workers

it offered:
- libraries
- film viewings
- travel, sometimes abroad
- sports facilites
- welfare to families in distress

its impact:
- by 1939 80% of employees were members, 40% of industrial workers, 25% of peasants
- 4 M holiday trips annualy
- diverted attention away from socials / economic problems
- but did not manage to foster a national community (class segregation on cruise ships, trains)
