- he was in a coalition government (only 4 Fascists in government)
- 35/535 seats in parliament
- 6,5% voter base
- no detailed programme
- the king could dismiss him at any time
he aimed to gain a parliementary majority by revising the voting system from a proportional representation system to an extreme majoritarian system which would ensure his majority
from now on a majority of >25% = 2/3 seats
now all Musso had to do was actually win the upcoming election
throughout all this time Mussolini chose to appease the king to gain his support
