On July 26, 1948, President Harry Truman signed Executive Order 9981, creating the President's Committee on Equality of Treatment and Opportunity in the Armed Services. The order mandated the desegregation of the U.S. military. This happened in the United States. The arrest, beating and blinding of African American veteran Isaac Woodard by Batesburg, South Carolina police on February 12, 1946—hours after he was honorably discharged from the United States Army, and while still in uniform—caused a national furor and helped inspire Harry Truman's move to desegregate the military. The effect of this is that the law was signed.
