the main points of the heads of proposals:
- regular parliaments every two years
- reform of representation in parliament
- parliament to control army and navy
- parliament to appoint people who run the country for 10 years
- church of england to remain, but with no powers to force people to go
- act of oblivion - punish all royalists save for a few

charles was waiting for parliament and the army to fall out, so he continued to stall on these agreements. as there was fighting within the army, it seemed to be working
