Description:
The civil rights committee established by Truman recommended in To Secure These Rights that segregation should be ended and lynching be made a federal offence. Although Congress refused, Truman used his executive powers to do what he could. Two Executive Orders were issued in 1948:
- one banned segregation in the armed forces. - the other guaranteed fair employment practices in the civil service.
Evidence of a sympathetic President advancing civil rights.
