Description:
Truman established a civil rights committee to examine conditions for AAs in the USA. The report they produced, entitled To secure These Rights recommended the outlawing of the poll tax and introduction of voting rights for AAs.
Truman called for these things 1947-8, but was blocked by Congress.
Evidence of a sympathetic president and an obstructive congress.
