Description:
this amendment stated that all persons born or naturalised in the USA was a citizen and that no state could limit their rights to citizenship. Johnson vetoed this measure. However, Congress overrode his veto and carried through a programme of reconstruction in the south that made the ratification of the 14th amendment by state governments the prerequisite to their readmission to the Union. The new state assemblies elected by universal (including AA) suffrage had to draw up state constitutions accepting the 13th and 14th amendments before they were re-admitted to the Union. the 14th amendment contained the equal protection clause: equal access to laws and courts, the right to equal treatment. Evidence of hostility of a President but favourable actions of congress.
