a new way of thinking which appealed to Charles was the old idea of ship money originally used for emergency funding for the navy during wartime Charles read between the lines to use it to his advantage
this was a kind of tax as the crown would tax any boat that was on the sea in costly areas for using the royal seas around England this was not taken well by the public but either the less it brought in £200,000 per year and as Charles did not have parliament to sort out his money this was a good idea to fund his personal rule at these times
in august 1635 the tax would be updated to any boat around England not just down the coastal areas
