Description:

A bill proposed by Radical Republican senators Benjamin Wade and Henry Winter Davis declared that the Reconstruction of the South was a legislative, not executive, matter. It was an attempt to weaken the power of President Lincoln. The South will agree with this if it means weakening the power of the President. This was a step backwards in the means of Reconstruction.
