Description:

Lincoln proclaims his intentions to end slavery; angers Southern states. It leaves slavery intact in border states & allowed it to continue in Union occupied areas in the South. But it did not immediately free slaves.It made the war officially about slavery. Freed slaves can officially fight in the war.
