Description:
In 1793, Washington issued a proclamation of neutrality in the Napoleonic wars against Britain and France. This was an unpopular decision as most people wanted to join France in their war against Britain, however, Washington didn't believe that America was ready yet with a war against Britain.
This was significant because it caused Jefferson to resign in protest and caused the Citizen Genet affair
