may 28, 1798 - Signs “An Act authorizing the President of the United States to raise a Provisional Army.” In the event of an invasion or “imminent danger of such invasion” the President may call into service up to 10,000 “non-commissioned officers, musicians and privates.” This refers to a Federal Army not the militia forces considered in June 1797.
