Description:

1785 年，叶卡捷琳娜二世在颁布《俄国贵族权利、自由和特权书》的同一天，也颁布了《俄罗斯帝国城市权利和利益诏书》，肯定了俄国商人的特殊地位。将城市居民按财产分成六类，规定拥有 500 卢布以上的商人免除人丁税、免除服军役、免受体罚。资本超过 5 万卢布的商人可以授予“显贵公民”的称号。
