This Bill, sponsored by Republican Congressman from Ohio, Wm. McKinley, raised tariff rates on dutiable goods to their highest peace time level, average of 48.4%. It shows Republican Congress's strong support to business, it caused real hardship for farmers who need to buy American made machinery but sell grain into an international, competitive market. It caused a major backlash against the Republicans in the 1890 mid-term congressional elections.
