Description:

The system of patronage grew out of the spoils system created by Andrew Jackson. Patronage after the civil War was on a much larger scale due to the growth of the size of the federal government. Patronage, giving out government jobs in return for votes and party service, was used by both parties and created a corrupt and unqualified Civil Service. This particular corruption was finally addressed by one of the few reforms of the era, the Pendleton Act, which has been referred to as the Magna Carta of Civil Service reform.
