Description:
The NIA was put into place in order to combat layoffs by stopping the decline of prices in the industry. Both owners and workers would meet to negotiate wages, working hours, and working expectations. Under this act, unions and collective bargaining would be accepted. However, this act did not meet its goal, because as wages rose, so did the prices.
