Description:

As the Empire had no longer possible to ship soldiers around to get overwhelming force against a given foe, it became inevitable that the burden of defend their home area fall to local forces. Facing a such situation, Anastasius II regroup the territory in Balkan, Asian minor and Egypt into serveral Themes, each one are guarded by a local force which farm at peacetime and fight at conflicttime.
