連合国は、1921年5月のロンドン会議で総額1,320億マルクへと修正され、ドイツが拒否する場合はルール地方を占領するという最後通牒を通達した。中央党のコンスタンティン・フェーレンバッハ首相は退陣し、中央党左派のヨーゼフ・ヴィルトが首相となり、賠償支払いに応じたが、右派は批判した。
