Although vetoed by President Andrew Johnson, Congress overturned the veto.

The Civil Rights Act of 1866 declared that all persons born within the United States are citizens "without distinction of race or color, or previous condition of slavery or involuntary servitude."

This act would eventually become part of the 14th Amendment.
