Southerners wanted a more southern route.
Douglas introduced bill to divide Nebraska Territory to Kansas and Nebraska for Southern support. Popular sovereignty in the territories.
The territories were above Missouri Compromise Line, chance to expand slavery.
Northern Democrats criticized it as a surrender to slavery.
Debated, Kansas Nebraska act was passed.
