- Joseph Galloway proposed to unite the colonies under the British Empire, but failed to pass by only one vote
- Instead, they adopted following measurs
- Suffolk Reserves: called for the immediate repeal of the Intolerable Acts and for colonies to resist them by making military preparations and boycotting British goods
- Passed the Declaration and Resolves, called the king to address colonial grievances, acknowledged British right to regulate commerce
- Created a Continental Association, a network of committees to enforce the economic sanctions
- If these rights were not satisfied, representatives would meet again in 1775
