Description:

Noonien SIngh's clone the "Khan" commands the governors to adopt a "Golden Horde" strategy, and after releasing the remainder of their nuclear arsenal, they evacuate any survivors and attempt to flood Russia and eastern Europe. They are partly successful, but it is believed that around 75% of the Horde was wiped out before reaching Russian borders.

The nuclear stockpile of the Eastern Coalition was much smaller than that of ARA, but was still able to completely destroy all of the population centers of both Coasts of the US, and all of the capitals of Europe including Moscow. The Horde was successful in relocating the ECONs remaining population to less irradiated regions of the world

Upon the death of the US Government, Presidential Emergency Initiative 31 is enacted. Col. Green becomes the leader of the remaining US military and infrastructure. He moves the new government to Kalispell, MT.
