Initially located in Uberlandia, Minas Gerais, southeastern Brazil. Now Dr's, Cochrane and Sloan lead this new space program, with the Valiant project as its goal.

The site would be moved to Bozeman, Montana following the completion of radiation hot spot removal around the former capital city of Kalispel.

United Earth Space Probe Agency is founded as a human contemporary of the Vulcan Science Council, its goals are strictly scientific. UESPA is the entity that managed all extra terrestrial flights, while alliances such as the Confederation of Neutral States, managed the defense of the planet itself. At the time not much thought was put into interplanetary defenses, and the Vulcans were reluctant to share defensive technology this early anyhow.

Personnel training is planned for onboard ships, starting with S.S. Valiant. Once the academy is finished, underclass operations will move to Bozeman, MT.
