Description:

-for all intents and purposes, freed no slaves
-It said that in Jan 1, 1863, the gov't. would liberate all enslaves people residing in those states still "in rebellion"
-Didn't liberate enslaved people in MD or Southern counties already under the control of the Union army
-Lincoln had no power to abolish slavery in areas governed by the US Constitution
-Allowed Southern states to rejoin the Union w/o giving up slavery
-Declared that the Civil War, for the Union, a war against slavery, which changed the purpose of the war
-Lincoln debated to allow the the defeated southern states to reenter the Union and vote on the Thirteenth Amendment
-He tried negotiating at the Hampton Roads Conference where he offered a 5-year delay on implementing the amendment if passed as well as a $400 million compensation to slave owners
