Description:

-Introduced by Radical Republicans (wanted immediate emancipation)
-1st act: gave the gov't. the right to seize any enslaved people used for "insurrectionary purposes"
-2nd act: allowed the gov't. to liberate any enslaved people owned by someone who supported the rebellion, even if all they did was pay Confederate taxes. This act gave the gov't. the right to liberate all enslaved people, but had little effect b/c Lincoln refused to enforce it
