Effect (International): USSR engaged in several border wars with Japan and won, leading to the signing of this pact.
Cause (Domestic): Japan intervened in Russian Civil War prior, Japan signed Anti-Comintern Pact with Germany
Effect (Domestic): Japan loss prompted them to sign this pact, promotion of revanchism in Japan, pact upheld but Japan was more loyal to the Tripartite Pact with Germany.
