Cause (International): In response to Manchurian Crisis, US viewed Japanese military and economic reforms with resentment. They had also acted as an intermediary for the Treaty of Portsmouth and had contributed towards ending the Boxer Rebellion.

Effect (International): To keep Japan's power in check and prevent their influence from spreading to US, this act was signed to keep all "Asiatics" from immigrating to the US.

Cause (Domestic): Japanese viewed Treaty of Portsmouth as a means to securing leadership position in Asia, but US proceeded to sign this act.

Effect (Domestic): Japan grew large resentment against US, viewing them as increasingly threatening and hypocritical. Stimulated the emergence and growth of liberal democracy in Japan.
