stantial sums of money to wildlife manage
ment and research by the states, and they
represent a modern type of subsidy lacking
the naivet6 and fraud of the bounty system.
Subsidies in other conservation movements
have included Agricultural Conservation
Programs (ACP) payments, matching funds
for sewage plants, scenic easements, forest
crop laws, price supports for farm crops,
irrigation, and reclamation. I have tenta
tively labelled public refuse cans as a sub
sidy or bribe, but they may fall under "Let's
control it."
