Roman society at the time was ruled by Senators, it was a republic. The "barbarian" tribes of the north were less civilized in the minds of the Romans. These tribes sought messages from the gods from women priests. Romans also believed in a pantheon (many) gods. They thought that it was good to bring more gods into the kingdom as they conquered more lands.
