the crown has changed and parilment are testing the waters with this new monarchy. as they say the Charles that they are not going to use the countries money to supportivily fund this war. so now Charles has to find ways to collect 1 million pounds as a bear minion for this was. so the relationship between monarchy and parliament right at the start is on steady ground especially as Charles and knew that they would have paid for it for James as they were try very hard to get james into a war with another country. so Charles illegally collect tonnage and pounds for one year Charles see this limited Grant of tonnage and pound as a direct attack to his prerogative power.
