Together with Licinius, the emperor in the east, Constantine issued the Edict of Milan in 313.
The Edict of Milan guaranteed freedom of religious practice in lands under Roman rule to all, as well as restored confiscated properties and goods to Christians. It began a transition from an illegal faith to a national religion.
