What it Was: Following the Yalta Conference, the Potsdam Conference was held outside Berlin from July 17 to August 2, 1945. Inexperienced Harry Truman took Roosevelt's place and sought to stand up to Stalin. The leaders confirmed plans to disarm and demilitarize Germany and divide it into four Allied occupational zones. They also made plans to remake German society and approved plans for the formation of a Council of Foreign Ministers.

Significance to the Cold War: The Yalta and Potsdam Conferences set the stage for communist rule to descend over Eastern Europe. The U.S. clearly despised communism and sought to eliminate it, thus creating the policies of the Cold War.
