Description:

Congress passed a tax on the making/sales of whiskey. Pennsylvanian Farmers were upset by the tax. Their anger turned into violence in 1794. It alarmed gov't leaders. George Washington sent troops to Pennsylvania and sent a strong message to the public. 'The gov't would use force to maintain order.
