mar 1, 1781 - Articles of Confederation
Description:
This was an agreement between the 13 original states of the U.S. that served as it's first Constitution. It was adopted by the second continental congress in 1781 during the revolution. The document was limited because states held most of the power, and congress lacked the power to tax, regulate trade, or control coinage unitary.
