WASHINGTON, Jan. 29. — President Wilson surprised the nation today when he sent to the Senate the nomination of Louis D. Brandeis of Boston to be an Associate Justice of the United States Supreme Court to succeed the late Joseph Rucker Lamar of Georgia.
