1958年7月21日，苏联驻华大使尤金在中南海游泳池向毛泽东转达了苏联领导的一个要求：就是希望在中国沿海建立长波电台和两国建立共同核潜艇舰队。毛泽东很恼火，当即严辞拒绝，并让尤金转告赫鲁晓夫，如果讲条件，我们双方都不必谈。
