Description:

The Constitution of 1791 was created by the National Assembly during the French Revolution. The act divided the colony of Quebec into two parts: Upper and Lower Canada. Though it was seperated, all the land rightfully belonged to Britain. There were some major changes made when this act had been passed, such as: Upper Canada was where all the English speaking people lived. The English were allowed to speak their language and keep their civil and criminal law. They were to go by the British land ownership system, where people owned land and they were able to keep their Protestant churches and schools. The were also allowed to have their Lieutenant-Governor. Lower Canada: The French were the ones to be living in Lower Canada. The French were also allowed to speak their language and and go b their own civil law, though they had to go by the English criminal law. They were allowed to keep the Seigneurial system of land use and they could also keep their Roman Catholic churches. Because the English were allowed to keep their Lieutenant-Governor, the French were able to keep their Governor. There were also some laws that were the same for both Upper and Lower Canada. Those were: an elected assembly was established in each province, the new assemblies came with limits to who could vote and run for office and they both had appointed legislative and executive councils.
