July, 1790, the National Constituent Assembly passed the Civil Constitution of the Clergy. This sought to reorganize and regulate the Catholic church, eliminating abuse within the church. It was also created to limit the church's political influence. The Civil Constitution became one of the most controversial and distruptive poilicies.
