The Duma (state legislature), was already in active session but was under orders from the czar to disband. At the same time, the Petrograd Soviet, an organization of revolutionary-minded workers and soldiers dominated by the Menshevik Party met up and began to call for a full-scale revolution to bring a decisive end to Russian monarchy.
