Hearing that plea was President Roosevelt who called for a "Special Session" of the Congress in order to pass numerous social programs and a boatload of very expensive Federal agencies. Although unemployment continued to grow, the New Deal could at least say, "they did something"
These fifteen pieces of legislation were called "the Honeymoon Bills" - his critics pointed out that not one of them originated in Congress and added to their argument that Congress had been marginalized during the earliest period of his presidency.
