The Potsdam Conference goes down, and Truman tells it to them straight, paraphrasing "The US will only give the USSR reparations for WWII if the USSR gives us tons of money on all of our trade deals". This did not sit well with the USSR who was still upset about the fact that the US and Britain had not stepped in sooner when they were bitterly fighting the Nazis.
