Thaddeus Ross uses the Y2K attacks to get approval to fund the Bio-Tech Force Enhancement Project. The project approves two proposals: Bruce Banner's Project Gladiator, researching Gamma Radiation conducted at Culver University, under the observation of Maj. Glenn Talbot. Dr. Wilma Calvin leads Project Sulfur, the research into the Cotati sample at Boca Raton under the observation of Ellen Brandt. Unknown to the Army, Bobbi Morse was imbedded to observe the experiments in Florida.
