a couple of rich kids (arnold tess and george brody) set fire to a bunch of coal in a bakerythey only got a slap on the wrist and a stern talking-to for their troubles, while the entire district burnt and 3000 people died
the district was never truly rebuilt, and it turned into a slum rather than just a poor area
