- no athenian was allowed to own property in allied state

- no garrison, no tribute/annual contribution
an alliance mainly against growing spartan domination

- due to 2 commanders: Pelopidas, Epaminondas

- troop of master hoplites (300 total) made up of 150 pairs of ~lovers~ :o

- kept under constant training

- supported by the athenian polis

- became the power in greece for some generations
