TOKYO, Oct. 24 (U.P.)—Domei, official Japanese news agency, in a dispatch from Shanghai, said today that arms and munitions had been flowing into Szechwan Province in large quantities since early this month from Sinkiang, Chinese Turkestan, in Russian truck trains.
