The Soviet Union invaded Finland on 30th November 1939 with 21 divisions, totaling 450,000 men, and bombed Helsinki, inflicting substantial damage and casualties. The following day the Soviet Union formed a puppet government, called the Finnish Democratic Republic and headed by Otto Willie Kuusinen, in the parts of the country occupied by the Red Army.
