THE ISLAND OF CYPRUS, Earl Ghanville inquired whether the statement which had appeared morning paper with reference to an understanding between England and Turkey as regarded Cyprus was substantially true. The Duke of Richmond and Gordon said that view the possible retention Russia of the Asiatic possessions of the Porte conditional agreement was entered into her Majesty’s Government and the Porte. was to the effect that if Batoum, Ardahan, or Kars should retained Russia, and if she should take possession any further portions of the Asiatic territories of Turkey England engaged in the Sultan in defending them force arms. In return, the Sultan undertook to introduce such retorms as might agreed upon between the Powers with reference to the government of the Christians of those territories. And in order to enable England to make necessary provisions for such events, the Sultan also agreed to assign the Island Cyprus to Great Britain, the government to be administered England. In the event of Russia surrendering the territory acquired her during the recent war the convention was to cease. Under existing circumitances, a firman had been issued by the Sultan authorising the transfer of the island to England, and the government would accordingly be administered her Majesty’s Government, and hei Majesty had appointed Sir Garnet Wolseley to be governor.
